  1. I must meet Dr. Walton some time. I tend to agree with passive water harvesting over active, due to the reality of project budgets.

    But I think that storing water in an active system is more practical than he says. So much of active or esp. passive water harvesting depends on temporary irrigation to establish new plants...that can cost, but it is crucial in dry years or most years with winter-early summer plantings.
